Planning Policy Guidance Note 13: Transport (PPG13) states that, where a new development is likely to have significant transport implications, a Transport Assessment (TA) should be prepared and submitted with a planning application for the development. It will then be used to determine whether the impact of the development on transport is acceptable. TAs are normally produced by developers and are used by decision makers in the planning process . Pretty detailed stuff and oout of date but still what many planning applications are being judged on in the absence of LOcal Plans and Neighbourhood Plans.but if you need to check it out you can download it from here.
